High Performance Buildings Team Project Summary
In 2024 and 2025, Elevate worked closely with the Housing Partnership Network, a membership organization of affordable housing owners, developers, and financial institutions, to build the readiness of its members to access financing to support building decarbonization.
This project resulted in 11 property-level assessments, which assessed an affordable housing property in detail to recommend improvements, and 7 portfolio-level assessments, which reviewed all of the properties in an owner’s portfolio to prioritize those where decarbonization was the most feasible and beneficial. Elevate conducted this work with several other partner organizations, including Association for Energy Affordability, Green Coast Enterprises, New Ecology, and Southface, all members of the Relay Network. Our affordable housing partners included Abode, ACTION Housing, CommonBond, Community Housing Partners, Foundation Communities, Homes for America, Housing Channel, Mercy Housing, Movin’ Out, New York City Housing Partnership, NHP Foundation, Self-Help Enterprises, Southwest Minnesota Housing Partnership, and the Community Builders.
Elevate also produced several publicly accessible materials through this contract, including a summary of action steps for decarbonizing multi-family housing as well as a brief how-to guide and worksheet for screening properties prior to conducting a portfolio-level assessment.
