Construction Project Manager, Oregon

The Construction Project Manager, Oregon oversees the work of outside contractors on building efficiency upgrades and decarbonization construction projects from start to finish. The Construction Project Manager is responsible for ensuring timely completion of projects on scope and on schedule, reviewing budgets and change orders, and communicating effectively with building owners, clients, contractors, project managers, and other stakeholders. Projects focus on utility affordability, building decarbonization, renewable energy access, climate planning, and community resilience. This position also is responsible for conducting site assessments and assisting with program development initiatives. This position is an expert technical advisor and works closely with Program Managers, Engineers, and other team members to advance affordable building efficiency upgrades and decarbonization projects.

The Construction Project Manager is part of Elevate’s Programs team and reports to the Senior Construction Manager. This position is located in Portland, Oregon, and supports programs across the state as needed, and possibly other work in the Pacific Northwest. This  position is remote with on-site work performed as needed.

Responsibilities

  • Manage projects and work closely with external contractors, program management, engineering, and other team members in the delivery of electrification projects. During efficiency and building electrification projects, address issues that arise during the project lifecycle and find solutions to ensure success.
  • Conduct scoping walkthroughs, project oversight, installation verifications, and closeout. Report installation verifications and/or approve invoices post-inspection.
  • Support property owners to develop construction project plans, budgets, and timelines, and coordinate with other program stakeholders.
  • Act as the primary construction point of contact, documenting activity in project management software to ensure visibility and data accuracy and keeping project teams informed about project progress and addressing their concerns. Monitor project schedules, track progress, identify potential delays or safety issues, and work with contractors and property owners to overcome delays.
  • Conduct on-site energy efficiency and decarbonization building assessments and provide analysis and reporting to building owners and clients with support of Elevate’s engineering team. Manage and analyze data related to energy efficiency, decarbonization, and municipal metrics.
  •  Monitor project costs and review budget adherence and change orders.
  • Ensure that the project meets quality standards and specifications and address issues that arise. Advise on compliance with relevant regulations. Communicate safety expectations and tenant communication protocols to contractors and building owners.
  • Conduct contractor vetting and relationship management, including project oversight. Guide contractors through efficiency and building electrification projects and measures.
  • Work to increase diverse contractor participation through coordination with internal and external teams, including Elevate’s Workforce Development team and equipment manufacturers.
  • Collaborate with Elevate’s internal Construction Team to incorporate construction industry best practices to Elevate’s processes and standards and maintain expertise in current energy management and new technologies. Collaborate with other teams at Elevate, including Workforce Development and Engineering, and collaborate across Elevate’s Oregon team.
  • Assist in program design, support strategic and business planning activities.
  • Perform other duties as assigned.

Qualifications and Skills

  • Bachelor’s degree preferred or relevant lived experience with at least five (5+) years demonstrated experience with energy auditing, building science, construction management, or energy engineering
  • Extensive experience working with various trades, with knowledge of traditional HVAC, electrical and plumbing systems, building shell elements, construction methodologies and procedures
  • In-depth understanding of energy efficiency, environmental health, and electrification programs
  • Ability to understand technical requirements and convey technical information to contractors, such as eligibility of specific equipment and documentation required to complete installations
  • Ability to build relationships that are supportive and inclusive across the internal team, external partners, and municipal clients
  • Ability to work independently and as part of a team, as well as facilitate collaboration and accountability
  • Comfortable encountering obstacles and problem solving
  • Capacity to manage a high volume of work and complex situations
  • Excellent written and verbal communication skills
  • Adaptability and flexibility
  • Demonstrated attention to detail
  • Self-starter with exceptional organizational, time management, and project coordination skills
  • Travel on site, generally within Portland, up to 60%
  • Bilingual Spanish/English preferred
  • Valid U.S. driver’s license

Compensation

The total compensation for this position includes health and welfare benefits (medical, dental, vision, etc.), defined contribution benefit (401k with contribution), professional development, generous paid time off policies, and a flexible schedule. This is an exempt individual contributor position with a salary range of $80,000 – $90,000 based on experience.
